Literacy is a word best described as the ability to read and write. National Family Literacy Day was established on Nov. 1, 1994 by the 103rd Congress based on a request by the National Center for Families Learning (NCFL). The NCFL has set aside the month of November to concentrate on and celebrate the concept of families in education and efforts to encourage learning within families.
