West Plains Council on the Arts will host an artist’s reception from 2 to 4 p.m. Saturday in the gallery on the mezzanine of the West Plains Civic Center, 110 St. Louis St. The reception is held in honor of Ann Kulpa, whose exhibit, “Then and Now — Artistic Journey of Ann Kulpa,” is on display through March 8 in the gallery.
