Fredi Silva-Quiroz, 29, West Plains, was charged Aug. 23, by grand jury indictment, with statutory sodomy involving a victim younger than 12 years old. He is accused of touching an 11-year-old in a sexual manner either on New Year's Eve or the early morning hours of New Year's Day.
