State to adjust landfill waste fees for first time in 22 years

The Missouri Department of Natural Resources will adjust its solid waste tonnage fees for landfills and transfer stations across the state beginning Oct. 1.

The change represents a 3.5% increase — equating to a few cents more per ton of waste — and marks the first time in 22 years the fee has been adjusted. The state is adjusting the rates based on changes in the Consumer Price Index for All Urban Consumers, as authorized under Missouri law.

Under the updated rate structure, sanitary landfill and transfer station fees will increase from $2.11 to $2.18 per ton, while fees for demolition and construction landfills will increase from $1.40 to $1.45 per ton.

The new rates also apply to transfer and processing stations that transport solid waste out of state for disposal. The change does not affect local or county-level solid waste fees authorized by county commissions or economic development authorities.

Revenue generated by the adjustment will support state programs to eliminate illegal dumping, identify and prosecute violators, manage solid waste permits, and administer local grants.

"This increase is necessary to support the department’s efforts to reduce the amount of solid waste produced in the state and to ensure proper management of other waste these facilities handle," said Kurt Schaefer, director of the DNR. "The department is committed to efficiently operating these programs to ensure future solvency and continued protection of human health and the environment."

The department is updating its online reporting system to reflect the new tonnage fees ahead of the fourth-quarter reporting deadline on Jan. 31, 2027.
