Kosh bond fails to meet supermajority requirement

A school bond issue for the Oregon-Howell R-3 (Koshkonong) School District, previously thought to have passed in the April 7 municipal election, has failed to meet the state-mandated supermajority threshold.

While "Proposition Blue Jays" received more "yes" votes than "no" votes, the measure fell two votes short of the 4/7 majority (57.14%) required by Missouri law for approval during an April election. The final tally across Howell and Oregon counties was 68 votes in favor to 55 against. To meet the legal threshold for passage, 70 "yes" votes were required.

Oregon-Howell R-3 Superintendent Seth Bryant explained that bond issue thresholds fluctuate based on when they are placed on the ballot. In some instances, such as during certain primary or special elections, a higher threshold of a 2/3 majority (66.7%) is required for passage.

In contrast, operating levy adjustments typically only require a simple majority of 50% plus one vote to pass.

Because Proposition Blue Jays was a general obligation bond issue intended to fund $650,000 in facilities repairs — including HVAC systems and parking lot maintenance — it was subject to the higher 57.14% requirement.
