ARRESTS

Christian Scott Bates, 25, was arrested Jan. 22 on charges of not having a required license and possession of a controlled substance. He was released the same day without bond. Officer Edward Heuchelin.

Paul Vincent, 35, was arrested Jan. 22 on a charge of possession of drug paraphernalia and held without bond. Cpl. Thomas Manning.

Jennifer Lynn Carlock, 35, was arrested Jan. 23 on a warrant for failure to appear and released the same day on $200 bond. Officer Austin Deshazo.

Carrie McFarland, 62, was arrested Jan. 23 on a charge of first-degree drug trafficking or attempt and released the following day without bond. Cpl. Manning.

James Ariel Quiroz, 41, was arrested Jan. 23 on a charge first-degree drug trafficking or attempt and released the following day without bond. Officer Robert Shell.

Michael Jay Lewis, Jr., 46, was arrested Jan. 23 on a warrant for failure to appear and released the following day on $1,000 bond. Officer Shell.

Charles Edd Scrivner, 57, was arrested Jan. 24 on a charge of not having a required license and released the same day without bond. Officer Chris Barrett.

Justin Danial Saunders, 40, was arrested Jan. 24 on a charge of not having a required license and released the same day without bond. Cpl. Manning.

Travis L. Tyler, 44, was arrested Jan. 24 on three warrants for failure to appear and released Saturday on $1,700 cash-only bond.

Zachariah Fonseca, 21, was arrested Jan. 25 on charges of having an equipment violation and not having a required license. He was released the same day without bond. Officer Heuchelin.

Lucas Steven Haynes, 20, was arrested Friday on a warrant for failure to appear and released the same day on $600 cash-only bond.

Paul William Dugan, 19, was arrested Saturday on three warrants for failure to appear and released the same day on $1,003 bond, $203 of which was cash-only.

Doyle Dean Richardson, 59, was arrested Sunday on three warrants for failure to appear and held on $511 cash-only bond. Cpl. Manning.

Terry A. Richardson, 56, was arrested Sunday on two warrants for failure to appear and released the same day on $193 cash-only bond. Cpl. Manning.

Perry Skyler Elliott, 33, was arrested Sunday on a warrant for failure to appear and released the same day on $400 bond.

Tadan Freeman, 23, was arrested Sunday on a charge of stealing and released the same day on $1,000 bond. Cpl. Manning.

Christian Heath Brinkley, 23, was arrested Sunday on a warrant for failure to appear and released the same day on $200 bond. Cpl. Manning.

Braden Farrokhian, 32, was arrested Sunday on a charge of first-degree burglary and held without bond.

Stanley Michael Reeves, 72, was arrested Sunday on a charge of making a terrorist threat in the first degree and held without bond. Officer Jacob Brixey.

Lily Elizabeth Strunk, 19, was arrested Sunday on a charge of speeding by 20-25 mph over the limit and released on $400 bond.

INCIDENT REPORTS

Officers were dispatched at 11:21 a.m. Jan. 22 to South Hill Street for a report of an abandoned vehicle in the road. For public safety, the vehicle was towed. Cpl. Trent Kinder.

At 4:14 p.m. Jan. 22, officers responded to Conoco on Porter Wagoner Boulevard for a man at the store who was wanted on active warrants. Officers arrested the man on the warrants and searched him and reportedly found narcotics in his possession. He was taken to the city jail. Cpl. Manning.

Officers were dispatched at 6:19 p.m. Jan. 22 to the 1000 block of North Utah Street for a miscellaneous offense. Two people were spoken to and a report was taken. Officer Shell.

At 7:40 a.m. Jan. 23, Officer Ivie Powell responded to the 2000 block of Anderson Court for a death investigation. He learned a 76-year-old woman with health problems was deceased. No foul play is suspected and the case is closed.

Officer Powell responded at 9:38 Jan. 22 to the 900 block of Preacher Roe for a theft complaint. The reporting party said a woman entered the store at about 3 p.m. the day before, took items and hid them in her possession, then left without paying. The suspect was identified and charges will be sent to the city courts.

At 10:03 a.m. Jan. 23, a woman was arrested at the police department for having an active municipal warrant for her arrest. Officer Deshazo.

Officer Whitley Clark responded at 10;14 a.m. Jan. 23 to a two-vehicle traffic crash at the intersection of U.S. 63 and Broadway. One driver was found not to have a valid license and was ticketed. The case is closed and has been referred to the city prosecutor’s office.

At 1:57 p.m. Jan. 23, police executed a narcotics search warrant in the 1200 block of Allen Street, which included all vehicles, outbuildings and late arrivals, as well as the residence. A man and woman were arrested pending formal charges.

Officers were dispatched at 2:11 p.m. Jan. 23 to the area of Ramey supermarket for a report of a boy who had run away from a residential facility. He was found and placed back into protective custody at the facility. Officer Brent Keepes.

At 6:59 p.m. Jan. 23, officers responded to the 1400 block of Sixth Street for a report of a domestic disturbance. A probable cause statement was completed and sent to the city prosecutor’s office seeking a charge of fourth-degree domestic assault. Cpl. Wes Stuart.

Cpl. Stuart was dispatched at 7:38 p.m. Jan. 23 to Snappy Mart on South U.S. 63 for a report of found property, which was found to be illegal drug paraphernalia and was submitted for destruction.

At 11:10 p.m. Jan. 23, officers served an arrest warrant near the 800 block of North Utah Street, resulting in a man being taken to the city jail for booking. Officer Shell.

Officers were dispatched at 1:11 a.m. Jan. 24 to Burgoyne Street for a violation of an order of protection. The suspect had fled but was located and placed on a 24-hour hold pending formal charges for the violation and property damage. Cpl. Stuart.

At 8:10 a.m. Jan. 24, Officer Powell responded to the 700 block of Worley Drive for a theft that had occurred four days prior. The reporting party advised a man had entered the store, selected a pair of boots and left without paying. The case remains open.

While on patrol at 12:40 p.m. Jan. 24, Officer Barrett saw a gold truck without license plates. He stopped the truck and spoke to the driver, who was subsequently arrested and taken to the police station to be booked, fingerprinted and released with three tickets.

At 4:14 p.m. Jan. 24, officers responded to the 800 block of St. Louis Street for a complaint of two boys stealing. The were found in the area of Howell Avenue and fled on foot. They have not been found or identified. Further investigation is being conducted and charges will be sought. Officer Keepes.

Officers spoke to someone at 4:39 p.m. Jan. 24 regarding a possible missing person. A report was taken and the case is considered open.

At 6:18 p.m. Jan. 24, Cpl. Stuart responded to the 900 block of Second Street for a person damaging a vehicle. The suspect was later identified and a probable cause statement was completed and sent to prosecutors seeking charges.

Officers responded at 7:50 p.m. Jan. 24 to a business on Worley Drive for an open door. No signs of foul play were observed. Cpl. Stuart.

At 8:07 p.m. Jan. 24, officers stopped a vehicle for a minor infraction on Garner Boulevard. The driver was found to have a revoked license and arrested, taken to the police station, fingerprinted and released with a ticket. Cpl. Manning.

Officer Meyer stopped a vehicle at 12:34 a.m. Jan. 25. The driver was found to be intoxicated, and was arrested and taken to the city jail to be booked, fingerprinted and released with tickets. The case was referred to the city prosecutor’s office for review.

At 11:17 a.m. Jan. 25, the 37th Judicial Juvenile Office referred a guardian of two girls to the Southwest Missouri Cyber Crimes Task Force to conduct digital forensic extractions on two cell phones suspected to contain child sexual abuse material (CSAM). The process was conducted and the devices returned to the guardian. Detective Joe Neuschwander.

Officer Powell received a phone call at 11:54 a.m. Jan. 25 regarding a vehicle stolen from a business on Jan. 12 and returned the following day before the business opened. The reporting party said the vehicle, a 2019 Ford Econoline U-Haul moving van, had damage to the front bumper and the emblem on the grill. The case is under investigation.

At 1:46 p.m. Jan. 25, Cpl. Brent McKemie was dispatched to the 1200 block of Jefferson Avenue for a domestic violence incident. A man was arrested on an outstanding warrant and taken to the jail.

Officers were dispatched at 5:25 p.m. Jan. 25 to Ozarks Healthcare for an assault call. The case was documented and is under investigation. Officer Nathaniel Siegrist.

At 6:42 p.m. Jan. 25, officers were dispatched the 900 block of Jackson Street for a dog bite. The incident was documented and the dog was not located. Officer Siegrist.

Officer Siegrist was dispatched at 8:38 p.m. Jan. 25 to the police station for a complaint of harassment. Incidents were documented and are under investigation.

At 9:14 p.m. Jan. 25, a man reported he was struck by a vehicle, injuring his hand. He was unable to give an exact location of the incident at the time of the report, and was taken by ambulance to receive treatment for his injuries. Cpl. Stuart.

Officers stopped a vehicle at 10:19 p.m. Jan. 25 on U.S. 63 for an issue with the driver’s side brake light. The driver was found not to have a license and was arrested. Officer Heuchelin.

At 8:56 a.m. Friday, a woman reported to police she had been sexually assaulted as a child “countless times” between 1986 and 1989 by an identified adult man in West Plains. The investigation is ongoing. Detective Neuschwander.

The Southwest Missouri Cyber Crimes Task Force received a cyber tip at 9:16 a.m. Friday from the National Center of Missing and Exploited Children indicating a 17-year-old boy in West Plains reported on Jan. 20 he was being extorted by someone he didn’t know on social media regarding CSAM. Detective Neuschwander.

At 12:06 p.m. Friday, a man turned himself in at the police station on active warrants. He was taken into custody and posted bond. Officer Jacob Miller.

A report was taken at 1:56 p.m. Friday regarding a person being booked into the city jail and making threats against law enforcement. It was forwarded to the city prosecutor. Officer Brixey.

At 1:56 p.m. Friday, Officer Barrett was dispatched to the 500 block of Missouri Avenue for a vehicle theft. A woman said she and her boyfriend were driving on First Street and he assaulted her. She got out of the vehicle and he drove it away, she reported. The man was arrested and taken to the city jail. A probable cause statement was sent to the county prosecutor’s office for review.

Officer Brixey took property belonging to a person who was being booked into the Howell County Jail at 3:04 p.m. Friday, as the property was not allowed to be inside the jail. It was placed into evidence at the police station to await retrieval by the owner.

At 3:13 p.m. Friday, officers were dispatched to the 1500 block of Imperial Drive for a person wanted on an active arrest warrant. He was arrested, taken to the city jail and posted bond. Officer Siegrist.

Officers responded at 3:23 p.m. Friday to Stephens Street for a report of a suicidal person. He was taken to a hospital by ambulance and placed on a 96-hour mental health evaluation hold. Officer Keepes.

Officer Brixey responded at 6:34 p.m. Friday to the police department for a report of violent threats made over email. He took a report and the incident will be forwarded to investigators for follow-up.

At 1:44 a.m. Saturday, Officer Meyer stopped a vehicle on Cass Avenue. The driver was found to have a suspended license, and was arrested and taken to the city jail to be booked, fingerprinted and released with tickets.

Cpl. Brandon Stephens responded at 8:03 a.m. Saturday to The Heights apartments to serve an arrest warrant. When he arrived, he saw the man leaving his home. He was arrested on three active city warrants and taken to the city jail.

At 11:40 a.m. Saturday, officers responded to the 300 block of South Thayer Avenue for a complaint of stealing. A report was taken and the case is open pending further investigation. Officer Deshazo.

Officer Brixey was dispatched at 3:17 p.m. Saturday to Rent-a-Center in Southern Hills Plaza for a complaint of stealing. A report was taken and a suspect was identified. Charges are being forwarded to the county prosecutor’s office.

At 3:25 p.m. Saturday, officers were dispatched to the police station for a complaint of stalking. The case is under investigation. Officer Siegrist.

Officers were dispatched at 5:33 p.m. Saturday to The Heights for a complaint of stealing. The incident was documented. Officer Siegrist.

At 5:36 p.m. Saturday, officers were dispatched to the 900 block of Preacher Roe Boulevard for stealing in progress. A man was arrested and taken to the city jail for fingerprinting and booking, and then issued a summons. Officers then took the man to the Howell County Jail as he was wanted on active county warrants. Officers Shell and Brixey.

Officers were dispatched at 7:23 p.m. Saturday to Aldridge Street for a disturbance. The incident was documented and logged as lost or stolen property. Officer Siegrist.

At 12:03 a.m. Sunday, Officer Meyer responded to Aldridge street for a report of a domestic disturbance. After speaking to both parties, he determined nothing physical had occurred. They were separated for the evening and the case is closed due to no crime being committed.

Officer Meyer conducted a traffic stop at 1:30 a.m. Sunday on St. Louis Street in which the driver was found to be intoxicated. The driver was arrested, booked and released with tickets and the case referred to the Howell County Prosecutor’s Office for review.

At 12:28 p.m. Sunday, Officer Barrett was dispatched to the 500 block of Porter Wagoner for a report of counterfeit currency. A business employee reported someone tried to pass money that was found to be counterfeit, and the currency was turned in to police.

Officer Brixey responded at 1:57 Sunday to the police station to take a report of threats being made through mail to Walmart. Through investigation, a suspect was identified, then arrested and taken to the city jail and placed on a 24-hour hold pending formal charges. A probable cause statement was forwarded to county prosecutors for review.

At 2:46 p.m. Sunday, officers served arrest warrants on the 1100 block of Lincoln Avenue and a man was taken into custody. Cpl. Manning.

Officers served arrest warrants at 3:09 p.m. Sunday on the 200 block of Maple Street and a woman was taken into custody. Cpl. Manning.

At 3:50 p.m. Sunday officers served arrest warrants on the 3000 block of Jennifer Place and a man was taken into custody. Cpl. Manning.

Officers served arrest warrants at 4:26 p.m. Sunday on the 1300 block of Washington Avenue and a man was taken into custody. Cpl. Manning.

At 5:13 p.m. Sunday officers were dispatched to the 1300 block of Preacher Roe Boulevard for a complaint of stealing. A report was taken, and a suspect was arrested, taken to the police station and placed on a 24-hour hold. A probable cause statement was sent to county prosecutors. Officer Brixey.

Officers served arrest warrants at 5:25 p.m. Sunday on the 2400 block of McFarland Drive and a man was taken into custody. Cpl. Manning.

At 7:01 p.m. Sunday, Officer Jerry Mingus was dispatched to the 300 block of Walker Street for suspicious circumstances. An information report was made.

Officers on patrol at 7:04 p.m. Sunday near the 800 block of St. Louis Street contacted a woman who was wanted on a warrant for failure to appear and took her into custody. She was taken to the county jail. Officer Shell.

At 9:15 p.m. Sunday, officers served arrest warrants at The Heights and a woman was taken into custody. Cpl. Manning.

Officers attempted to stop a vehicle at 10:15 p.m. Sunday on the 500 block of Porter Wagoner Boulevard, but the vehicle instead led a small pursuit, after which the driver was arrested on charges of fleeing and reckless driving. Narcotics were also reportedly found and the driver was taken to the city jail and placed on a 24-hour hold pending formal charges. Cpl. Manning.
